There is nothing wrong with Corsair PSU, except you can get much better quality(and full modular) unit for the same/lower price.

GTX 960 is pretty poor combination with high-end i7 4790k. I'd say you want something at least 970 gtx to combine with i7, for very solid 1080p ~60 fps experience.

Xeon CPU is locked (no overclockability) i7 4770, without Integrated graphics. It has 4 cores and 8 threads what makes it good streaming/gaming performer. You won't notice any difference between Xeon and i7 4790k.
Xeon + gtx 970 > i7 4790k + gtx 960.

True, though 970gtx will run games at much higher FPS.
 

no doubt about that.
except, the i7 will help stream better. the gtx 960 will be easier to upgrade from next year with the 14-16nm gpus coming up. and, if amd indeed manages to cause nvidia to drop gfx card prices, a $200 purchase will seem more palatable than a $330 one.

Xeon E3-1231 v3 is basically an i7 4770. OP probably won't notice that minor difference in favor of overclocked i7 while streaming/gaming. Though, Xeon + 970gtx vs i7 4790 + 960 will be huge performance boost in favor of Xeon build.
