$750 budget GAMING PC build?

Hi, so this is going to be my first PC build, and I need help choosing the parts.
Things to know:

-I'd like it to be intel
-I'm buying ALL of the PC parts at Microcenter in MN (so keep in mind the kind of bundles they have with the motherboard and cpu)
-I need a new monitor too, so that needs to be included in this build.
-Operating system isnt required in this build (I'll get it later)
-I'm just gonna use the stock fan if that's ok.

Anyways, I'm interested in playing The Witcher 3, Battlefield 4, Total War, and most of all, Elder Scrolls Online. And other games coming out.

So I'll like to have this PC be able to run 1920 x 1080p at everything Ultra, and at +60 FPS for new games, so is this realistic for this build? If not, what would it run things at?

Also since I'm playing an MMO, I'm wondering if I'll need a stronger CPU, I'd like it to be an i5 4690k if you can fit that in. If not, please tell me one thatll work better for my budget.

Also, do I really need to buy a cpu fan? Or is it ok if I just use the stock fan? I'm not planning on overclocking.

Choose whatever mid ATX case you want. This build will run everything at medium-high settings depending on the game. Also if you can afford a GTX 970 it will help a lot. And a 4690 non k will help too. The K is for overclocking builds. I recommend highly this PSU and mobo combo. The PSU is of highest quality at a cheap price. :)

Made a few compromises to keep within your budget. No monitor included unfortunately, and I chose an i5 4460 instead of the 4690k, it's perfectly good for gaming even on today's latest titles (particularly to you, ESO) also you said you have no intention on overclocking.

The stock fan will be perfectly fine since you are not overclocking.

Of course there are going to be slight cost differences between what this shows and what it will actually cost you locally at your Microcenter.

Great build, just need to swap r9 280x with r9 290/X, for the same price. And we can except even smooth experience at high/ultra.
