I'm sure you've already tried but I would uninstall drivers and reinstall again and whatever program you're using for your on screen display, I would also uninstall it and reinstall it. I don't think it's your psu but it could be, what is your psu brand and model and how old is it?
I have a Thermaltake TR2-500. I've tried uninstalling drivers before and it hasn't worked sadly. I just did it again.
PSU is probably your problem. Get an xfx, it's seasonic parts but a little bit cheaper but a great power supply or get a seasonic. I have an xfx 650 watt, it's quiet and runs good. EVGA has a few good ones but you need to get the right ones as there are a few cheaper models that probably aren't as good. Corsair has good power supplies but only the expensive ones, as in their line which is $120 and up or so. Their cheap ones are not good.
There's a list I have somewhere of the different tiers of power supplies, I'll link you in a few. Tier 1, 2 and maybe 3 is good but that psu is a tier 5, it's probably causing the issues.
