R9 295x2 8gb very bad performance and low fps

Hello everyone I has a gtx970 g1 gamer and I can run any game with no problem . I upgraded to the R9 295x2 and I am getting 10-15 fps on gta v , bad stuttering and lag . I can not play the game at all . I even tried low end games and it's the same thing . Before installing the R9 I used display card u isn't all to remove all the old drivers . I tried every software for amd and nothing . My current rig is amd
fx8350
16gb ddr3
evga supernova 1300 w psu
SSD .

What can be causing this issue ? BTW the card is not even going over 40 50 c . Thanks in advance

install msi afterburner and enable cpu/gpu temp monitoring

play a game post back with max temps, you should be getting ~40 fps in gta5 with a stock 8350

I did and I do not get more than 45 c . Even if I benchmark the game. It's not only gta 5 I even tried playing an old game and I get stutter no matter what I do. I got 60 fps with my gtx970 on gta v .

Disable ULPS in msi afterburner, make sure pcie Express Link State Power Management is off and your windows power is set to performance.

15 fps is very strange on GTA V. I have the same card and I remember the first one I got came defective and I had to RMA. It turns out one of the GPUs wasn't working well and wouldn't turn on even when I disabled ulps. However I did get between 20-30 fps with just one GPU working. I recommended RMAing the card.
When my second card came in from RMA, worked like a charm and didn't need to disable ULPS. I get an average of 45+ FPS on GTA V at 4k with maxed settings and AA off. Hope this helps.

It is possible it is a driver issue. Download DDU software and manually download the latest driver. Then boot in safe mode and delete the entire AMD directory on the C: drive. Then run DDU and uninstall AMD drivers.
Do a reboot and install new driver and see if everything works.
You may also want to play around with crossfire settings in CCC
