Programs not working unless in Safe Mode

About a while back I did a clean install from Windows 8 to 8.1(through CD), I then downloaded some programs such as Skype, Reflector, osu! and some games such as CS:GO and TF2. When I ran them they all instantly crashed (except for Skype which crashes when I call or change a picture)! About a week ago I reset my computer back to default, installed osu! and tested it out and it worked. So then I installed 8.1 again and installed them and they crashed! Yesterday I discovered that if I boot into safe mode they work! Anyone have any solutions to make them work normally?

try to give them administrator access.
Also if you are using pirated windows or games that might be the cause (just sayin')
Are you with 8.1 pro or core?
what error does the programs give when they crash?
Did you installed all components (such as vcredist versions)

I have tried with administrator access and it still crashes. No the Windows 8.1 CD I bought from Officeworks (which is Australia's largest office supply store) and the games I bought from the steam store. I am on 8.1 core. The programs say [Program name] has stopped working. A problem caused the program to stop working correctly. Windows will close the program and notify you if a solution is available. I have installed all the necessary components.

I'm not sure, that is the thing I'm wondering, I've been trying to find a site that will find out if my drivers are out of date or what not. I tried the Intel Driver Utility but the ironic thing is that that crashes. Everyone driver scanner site has loads of people saying use it and loads of people saying it has malware or a virus or something.
