is the r9 270x good?

So I recently wanted to get into PC gaming and I would like to know a few things about video cards.

1. Is the Radeon R9 270x a good graphics card for 1080p 60fps? or should i go for a r9 290x? I'm not looking to play crysis or battlefield, but I would like to play Skyrim, fallout, and gta v.

2. is the intel core i5-4590 a good CPU for those games? i don't want to spend a ton of money on my PC but i will be willing to spend around $800-$850.

3. Is a CPU cooler needed? i'm not really looking to overclock (at least yet) but will the stock fans work?

4. And lastly, Do I really need 16 gb of ram, or will 8 do? I'm not doing any video or picture editing, just playing games.

1.It would depend on your settings. For @1080p I would be looking between a r9 280 and a r9 290.
2. For a $600 or above build an i5 is certainly affordable, so go for it. You could also consider the entry level i5-4460 if the price difference is $20 or more, you would not be able to tell the difference.
3.You don't really need an aftermarket cpu cooler. The i5-4590 is not overclockable. The intel stock cooler will cool your locked i5 just fine at stock voltage.
4. For even the most demanding games, 8GB is enough and you could easily put in another 8GB stick later.

Solution
Personally I'd get the 290X even for 1080p as it allows you to crank up the settings, but more importantly it will future proof you for a lot longer than the 270X. BTW, I AM using a i5-4590 with a 290X :) I started off with 8GB ram and was surprised how I was using up to 6GB during gaming, so I added another 8GB. As for a CPU cooler, you don't need it, my CPU never tops 55C with the stock cooler.
