I am contiplating between cable internet and fiber optics. My question is, with my limited knowledge on this subject, which is

I'm trying to decide which Internet service to use. AT&T has the uverse that offers 45mgs/sec fiber optics and Timer Warner has 200mgs/sec cable.

Both will try to tell you that their service is better for various reasons. Both are lying. They only promise "up to" their advertised speeds. You can ask them what the minimum guaranteed speed is-they probably won't promise anything.
You may be able to search online to see what other people in your area experience. For all the technology they advertise, the only thing that matters is the speed they actually deliver. Uverse and Cable are both capable of giving very fast service or very poor service.

One other thing to consider is upload speed. If you use dropbox or upload videos to youtube or anything like that, your speed will be limited by the (usually unadvertised) upload speed. My guess is that ATT offers 3Mbps upload speed at the...

Time Warner's 200Mbps speed is almost certainly faster than 45Mbps on Uverse. In my experience, Time Warner is the devil, but they will give you faster service than ATT for less money. Both will raise your rates through the roof after your first year. While Time Warner is the devil, they are probably the lesser of two evils.
 
Solution
Let me also add that both companies way oversell the capacity you need. Unless you are streaming 3 movies from Netflix at the same time or something similar, you don't need those download speeds. You could maybe use them if you stream 4k videos.
What sort of internet usage do you have that is making you consider such high-priced options? If you really need the speed, you may need to consider a business internet option with much faster uploads and guaranteed speeds (and much higher price too).
 
The main difference is where the connection is shared. The fiber install still uses DSL for the last connection to the house. This tends to limit the maximum speed you can get. This last mile connection though is dedicated and you do not have to compete for the bandwidth. On cable the last mile is shared by a number of neighbors. So this 200m is sold to multiple people and you really have no way to know who else is using it and when.

Still past the last mile connection the ISP still combine these together so it really depends how there network works. In a unrealistic example say google fiber which really runs fiber all the way to your house and runs at 1g, Now lets say they put this in a city and then only conneciton 100m back to other cites. Sure you would get 1g to your house but as soon as you tried to leave your city you would be limited to 100m and likely even less since everyone is sharing it.

In general unless you have some kids in your neighborhood running torrent 24x7 you generally get faster performance from the cable becuase in most areas sharing the cable broadband does not have much impact.
