Silent and Good Performance fans

I was wondering which are the best 120 and 140 mm fans. I'm looking for something very silent while moving a ton of air. I was thinking about Cougar. What do you guys recommend?

Yeah, but all I've read in reviews and heard through a bunch of videos of youtube with noctua fans is pretty bad from my perspective. Don't quote me wrong, nobody will deny that Noctua makes some of the best fans out there, but they get pretty loud from my point of view. I saw this video and I was blown by the quietness of the Cougar fans and very disappointed with Noctua because of the sound released, specially at full speed. The cougar ones generate the same amount of sound at full speed that the noctua fans at 5V.

Any suggestions besides the Noctua fans. And what do you guys think about the Cougar ones I mentioned?
