if i have to rebuild a computer, any recommendation for budget under 1000, although im hoping to just upgrade processor, graphics, RAM and adding SSD.

Solution
1) No. The current generation processors are of a different socket type (socket 1150) which is not compatible with your current motherboard (socket 1366).

2) Yes. Your motherboard has six PCI-Ex16 slots Gen 2. Graphic cards are backwards compatible, so a PCI-Ex16 Gen 3 graphics card will work in your current motherboard without issue.

3) As long as you have an available SATA port, you can use an SSD. SATAII 3.0Gb/s should not slow it down.

For a $1000 upgrade, I'd probably consider the following:

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-4690K 3.5GHz Quad-Core Processor ($199.99 @ Micro Center)
Motherboard: Gigabyte GA-Z97X-GAMING 7 ATX LGA1150 Motherboard...

answer 1
no .. thats a 1366 socket.. u have to upgrade to older(ancient) processors..
answer 2
the top most u can get is like 620 or 630(if they are even available) anything above that will cause a bottleneck by your mobo coz it doesnt support pci 3.0
answer 3
sure u can
last answer
that depends on various things.. u can include many things from your old pc .. gaming or video editing... OC or no OC.. and many more..
