Why is page file being used even though I have plenty of free RAM?

I thought the whole idea of paging file was to act as a temporary storage safety net when RAM was full but my swap partition is constantly being used even though I sometimes have as much as 4GB free RAM. Is this normal?vI have 8GB DDR3 RAM running on Windows 8 64bit.
 
Solution
The cpu is a laptop cpu, and is not changeable.
The passmark numbers are what 4 cores fully loaded can do.
By contrast, look a few lines up at the Intel I3-4030U. It is a dual core, also running at 1.9ghz but since the cores are twice as effective.
Games, in general depend on one or two strong cores.

There is not much you can do about this.
My only suggestion for improving the general overall performance of a laptop is to change out the hard drive for a ssd.
How are you measuring page file usage, and how are you measuring ram usage?
Windows will send lesser used code to the page file asynchronously in anticipation of needing the space in the future.

The key metric is the hard page fault rate per second. It should be near zero.

I am using MSI Afterburner

I was playing Fifa 15 and the RAM used was constant, not using further RAM even though there was more RAM left and the game was stuttering :( The picture shown below explains this situation.

Hmm thanks getting close :)
The CPU is running at 1.58GHz at 84% usage but my CPU is supposed to clock upto 2.8GHz according to Turbo Core Technology that AMD provides for this model. Why is it not clocking higher in this case?
