Windows 8.1 is lagging ever since i installed a new graphics card.

I recently got a PowerColor 7850 PCS+, it was a upgrade from a graphics card (msi 6450) that already came when i bought the computer a couple weeks ago. (got it for $300, cannot beat that)

Before installing the card , i used this tool called "Display Driver Uninstaller" that people recommend using before installing a new card.
I installed the card and everything, but what i noticed is that 8.1 stutters alot more, when i am on chrome the pages lag to load, when i play games like mw2 , it has fps drops even when i lower the settings down (even if this gpu should run it in max) , i am not sure what is causing this.
Temps are perfect , & it does not pass 75c on furmark but after when i am done using it , it tends to start stuttering more. What should i do ?
Also , it cannot be the ram because when i had the 6450 it wouldn't do this.

How exactly will that help ? Just want a bit more info.
 
Video card companies stop supporting updates for the older cards after they are about 2 years old. Sometimes 3. By that time, those cards have almost always been replaced with newer cards, and since they are not being sold or reviewed anymore, there is no profit to be gained by spending additional money on keeping the drivers up to date.

So they stop updating them. And then a few years later, someone comes along and wants drivers, and they download the latest drivers out there. But if that is years and years later, it probably is not the best drivers for that card. And that is the position you are in.

I would bet that AMD probably never released a new video driver for your card when Windows 8 came out. So while the Windows 7 driver is the code you need to get.
