I cant run GTA V at 60 FPS.

My PC´s Hardware:
CPU:Intel Pentium G3258
RAM:8 GB
GPU:GTX 750 2GB
1 TB HDD. For some reason,when turning off,or let on (not on half) VSync,the games sttuters...
(Run the game on High-Very High settings.Recommeded settings by Nvidia Experience)

The GTX 750 is not a very powerful graphics card. The charts below are from Techspot. The CPU used to benchmark GTA 5 is the 6 core i7-5600X @ 3GHz. While the GTX 750 is not part of the chart it is less powerful than the Radeon HD 7850 which means it is also less powerful than the GTX 660.

The CPU also plays an important part. The dual core Haswell generation Core i3-4130 only managed to get 68 FPS @ 2560x1600 resolution with a GTX Titan X compared to 81 FPS that the Haswell generation Core i5-4690k was able to get.

If you want 60 FPS then you need to lower your resolution.

I know its dual core,i just want to know why the game sttuters so much when Vsync is off...Its weird.If i turn it off,the game goes to 83-100 fps,but it sttuters back down to 20's... Got ask an upgrade,to an i5 or something...

You should defineltly have vsync on. It will allow the CPU to not run at full load all the time. Because of turbo core it will allow then your CPU to have a little bit extra power when needed.

Your GPU is also fairly weak, so you need to find a right kind of settings to make it as smooth. The stutter is probably from the fact that the load required will vary, and occasionally will require so much more than what you have, so the FPS will drop considerably.
