Cpu runs cool but sensor reads hot (fast fans)

Hello everyone recently (last 2 weeks or so) I've had a problem with my cpu fan going at max speed even though my temperatures aren't even close to being high enough for it.

It may be worth noting that I am currently using an Alienware x51 r2 with this motherboard "Alienware 0PGRP5" The reason I put this forum is this section is because I have a really strong feeling that the motherboard's sensors are off and that's where this whole problem is starting. I've tried reinstalling windows 7 completely and have even had a computer repair shop look at it for a week, but all they could say was that I probably have some hardware errors and that everything looks fine, but for some reason the fan is just maxing out like it is. (edit: I've also tried cleaning out the pc, forgot to put this in :p )

So currently I feel out of options knowing I'm not the most tech savvy person, my current idea is trying to replace the motherboard with the same exact model. (The x51 has a small case and I don't see it being very easy to transfer to another case so I would prefer the same motherboard.)
