Playing Steam games online always stutter, but not offline...

Hello, I'm having an issue...

Ever since I switched over my 1080p monitor to the ROG Swift, I've been having an issue while playing Steam games online. Before I swapped the monitor, I'd overclocked my FX 6300 CPU from 3.5 to 4.1GHz though, but after returning it to 3.5, the issue still persists. Overclocking my graphics card doesn't seem to correct the issue either, and my GTX 970 can handles the games just fine.

The game I notice it most on is Dragon Ball Xenoverse. I get no lag while playing offline, but as soon as I go online, I can barely even hit the opponent, as they're constantly lagging or stuttering too many times for it to actually connect. Stuttering closely resembles the issue I'm having right now. As I said, I've never had this issue before until now, and I know my graphics card can handle everything, but just doesn't make sense why I'm having this issue right now. My connection status is:
Ping:15 currently, (30 on a previous test)
Download speed: 9.59Mbps
Upload speed: 0.86Mbps

I've read about unparking CPU cores, or hyperthreading, but I've never actually tried it. Some of my researching has me believing it could be to do with the CPU.
Are them statistics good enough for online gaming? They always have been before. I'm thinking it might be a software issue, but I did format windows and reinstall it, and the issue is still present. My wireless adapter is a Signal King 48DBI 54Mbps capable device, so it seems like it should be fine to handle this sort of thing. I'm thinking it's either a Steam configuration issue, ping issue, driver issue, or a network configuration issue, maybe even the Xenoverse server, because it's not the ISP or my router, and that game is affected the most... What could it be? Thanks!

Dragonball XV is special.
So, this is what I know according to my experience,
If Steam is online, the game goes online too. This has nothing to do with Steam but the game itself.
I am playing DB XV mainly offline (make Steam offline as the easiest way) since this game is not really good online.
The DB XV server capacity is the main issue, if you are against someone online, you might have stutter/lag issues.
