Graphics card not powering on - motherboard issue?

Hello, trying to fix a relative's PC at the moment and having some problems. Basically the graphics card isn't powering on despite everything else powering on and of course no display shows on the monitor. I'm also not hearing any POST beeps. GPU is a Radeon R9 280X and mobo is MSI 970A-G46. Apparently the problem first started when he moved all his components to a new case. These components worked together before.

Things I've tried:

Tested the R9 280X on my PC and it works fine.
Tested my GPU on this motherboard and still no display comes up.
Checked all connections and have tried the other PCIe slot.
Reset BIOS with jumper.
Tested with one stick and with no sticks of RAM - still doesn't turn on and still no post.

At first I thought it was the PSU because his old PSU was very erratic and you had to fiddle with the power cord endlessly to even get the PC to boot. Not to mention it was a low quality brand and he has a history of problems with it. However, even after getting a brand new, better quality one the same problem persists. The wattage is 850W which definitely should be sufficient.

Any thoughts on what this could be?

The problem might be the Graphics card. All the other possible solutions already have been mentioned and I couldn't think of anything else that might be the solution. So RAM is already correctly placed, PSU 850W, More than enough, What brand is the PSU? but wait, It could also be the motherboard slot, have you tried moving your graphic card to the second slot? You've already tested it on your PC and you tested your GPU on his motherboard and still no display.... nope not the Graphics card, It is the motherboard's problem, contact MSI and replace it as soon as possible

If you can't get your graphics card OR his to work on either PCI slot on this motherboard AND you have replaced the power supply AND the GPUs work in your build, then it is definitely the motherboard. Only other thing I can think of before returning it is to clear CMOS and update BIOS to most recent version, however, since the components were just recently removed and replaced in a new case it's likely that the motherboard was damaged in the move somehow.
