Windows OEM on a dead ssd?

Hello.

So I don't know if I will get the full version or the oem version of windows 8.1. What I'm concerned about is what will happen to the oem version of windows when the boot drive dies.

If the drive dies then so will the os? Or can I reinstall it to a new hard drive? If so, how?

Also: What does this "OEM on windows 8.1 doesn't exist" mean? I always see this on threads yet we can see oem versions on the market.

(I would prefer answers with an explanation)

Does that mean it's not a one-time use? - Its not. Its a one PC use.

If I get a completely new PC can I transfer an OEM license to that PC instead? - as above - No.

Does that mean it's not a one-time use? If I get a completely new PC can I transfer an OEM license to that PC instead? I'm confused because Windows 8 and 8.1 have different license agreements where 8 OEM is completely allowed while the 8.1 needs to be retail for personal use ...
