New build: no POST, no beep, no display. CPU fan spins. Done the checklist.

Hi guys,

I'm a new builder who's been following online guidance to build my first PC. I put everything together but got no display, no POST, no beep from my motherboard speaker.
I am now breadboarding it to test, with just the CPU, RAM and GPU. All that happens is the GPU fan spins for about 500 milliseconds, and the CPU fan stays whirring, no beeps, no display.

Things I have tried (none worked):

  • I have tried breadboarding it with the RAM out: nothing happens, no beeps, and with the GPU out: the CPU fan spins.
    I have looked at the sticky for solving common problems and tried all the points
    I have tried both sticks of RAM in all the DDR3 slots, 1 at a time and 2 at a time.
    I have tried resetting the CMOS.
    I have used a DMM to check the voltages of my PSU and they are all within 0.05 of the recommended values
    I have replaced my motherboard and my CPU with brand new ones.
    I have put my GPU into another PC and it is working fine. I have tried both HDMI and DVI cables.

My specs:

  • CPU: AMD FX6300
    Mobo: MSI 970 ATX
    GPU: Sapphire Radeon R7 250X 1GB
    RAM: HyperX Fury 2X4GB DDR3 1866MHZ
    HDD: 1TB WD Caviar Blue
    PSU: EVGA 500W

Still haven't managed to make it beep, both with the first mobo (Gigabyte 970A-UD3P) which had an inbuilt speaker and my current one with a speaker I put on.

Is this a PSU/RAM problem?
