Looking for CPU air-cooler for overclocking

Hi, I had the CoolerMaster hyper 212 EVO cooler on my i7-950 cpu, but it's not working anymore, so I'm looking to buy a new one.
I would like to overclock the CPU from 3.07 GHz to 4.0 GHz.
My budget for the new air-cooler is 40$.
My rig:
CPU: Intel core i7 950 3.07 GHz
Motherboard: Gigabyte X58A UD3R
Memory: G.Skill 2X4GB (8GB) DDR3 1333MHZ
Video card: Gigabyte GTX 770 4GB OC Windforce.
PSU: Seasonic S12II-620 620W

You aren't going to find anything much better for that price.

You really need to jump up to about $60 and get a Noctua NH-U12S or similar.

Update:
What do you mean by "not working" because if you just mean the FAN then you could replace it with a Noctua NF-P12. It's a 3-pin (voltage), 12cm fan that should provide slightly better cooling than the original fan.

I replaced the EVO fan with that one.

I don't really know why it stopped working, maybe you right and I just need to replace the fan. I guess i'll try it and come back with an update. Anyway, can I overclock with it?

Update:
I did replaced the fan on the heatsink to Noctua NF-P12 PWM, and it works well now, thanks!
