best way to test a gpu ??

Try downloading unigine valley or unigine heaven for free and run it at extreme settings. If it runs well, then you probably have a good gpu. If the cpu isn't very good that will affect your results, but if you're testing it with a decent cpu, then you'll get an idea of how good your gpu is.

ask the seller to perform a stress test in front of you, or do the test yourself ih the seller give permission.
on stress test things to watch is temps, fan rpm, and artifact.
it's even better if the seller give you a personal warranty for maybe 3 day of regular use.
MSI Kombustor is a small-sized stress test/artifact monitor tool to carry around. carry the setup file with you incase seller has no stress test program

ps, you need nvidia physix driver installed to run physx benchmark.

What GPU?

I suggest you Run 3dmark 11, Heaven benmark and demanding games such as Crysis 3, Far Cry 4.

Makes sure you don't see artifacts and the game isn't crashing at stock settings...

Artifacting is where you see odd glitches on the screen, a visual defect in which there is something wrong with the hardware you own that's causing those visual defects to appear on screen. It basically means that there's something wrong with either the monitor, or one of the internal components.

in short, if a gpu developed an artifact it's usually a sign that either the gpu overheats/unstable on high temp or the gpu is failing, either way, if you see a gpu developed an artifact dont buy it.
try googling gpu artifact for complete info and picture examples of artifacts since it's easier to see one for yourself than trying to explain it here.
