Internet shows as Connected but i can't use it at all

Why can't i use the internet even though it's connected, i can't use my browser i always get the message "[Fiddler] The socket connection www.google.com failed, A Firewall may be blocking Fiddler's traffic. Error code: 10013. An attempt was made to access a socket in a way forbidden by it's access permissions 64.233.169.106:80" i shut off my firewalls to see if they were the problem and it didn't do anything so i turned them back on, and i can't use some of the applications that use the internet like steam but i can still use spotify the free version, i have tried everything, like trying to update the drivers for the Ethernet adapters and i tried the article about the same thing but i still can;t figure it out! could someone please help!

Try resetting winsock:

Open the Start menu by clicking the orb in the bottom left-hand corner of the screen.

Type “cmd” in the search bar at the bottom of the menu.

Right-click on cmd in the search results for Programs, and select Run as administrator. Depending on your computer settings, you may be asked to provide an administrator password before you can continue.



A black box with a flashing cursor will open; this is the Command Prompt. Type “netsh winsock reset” and then hit the Enter key on your keyboard.



Wait for the Command Prompt to run through the reset. Once it’s complete, you’ll see the message “Winsock reset completed successfully”.

Restart your computer to finish.
