Need help. Poor performance doesn't get better when I change settings.

I used to run Smite and TF2 easily on the highest settings. Like my build should, but recently my PC has been getting poor FPS on these games on high settings and it doesn't get better even if I turn my settings on the lowest and restart the game. I made smite look horrible and I still drop to under 40 fps, and in TF2 I made it look like a n64 game and still bad fps.

I know it isn't malware because I installed windows 7 and then went back to 8.1. My GPU temps are normal, max 51.0°C and avg 45.0 °C. Help please.

Age doesn't mean much, could be poor manufacturing, or damage from a power surge (due to low quality PSU, a high quality psu will protect your parts, and only the PSU will suffer the damage)

Basically, try a different power supply, borrow one from a friend if you can, or try your GPU in his computer, or try his GPU in your computer.

Well I've had this GPU for like 7 months, and my CPU for maybe like 2 years~.

Man that sucks, I don't really know about psu's.
