Varying internet speeds-suddenlink

I just picked up sudden link cable, and started with a 3mb account. It held steady all the time at its 2.9mb speeds. The tech said the .1 loss is normal and also recommended I upgrade the cable wiring to some new type of cord. So 2 weeks later, today, after calling for a tech to install the new line, he comes out and tells me the line I have now works perfectly and there is no need for a line, and he isn't allowed to install it if there is no benefit.

Then I find out there is 15mb speeds available so I asked him to upgrade it for me, he takes 10 minutes and we tested the speed several times on speedtest.net and it shows 15mb.

I started some heavy downloads and after about 2 hours I check and it's showing speeds of 3-8mbps. So I reboot the PC and the Modem and test speeds again, it shows 12mbps, so I start the download and it goes to 8mbps, then quickly slows back down to 3mbps.

A couple hours of checking this and it's consistently fluctuating between 3mbps and 9mbps, and I never see 15mbps like when the tech was here.

The modem and the servers are docsis 2.0, there is no wireless connected. I did however connect the laptop wirelessly just to check and it got the same speedtest.net result. (I have 2 Internet modems, all wireless connections are att DSL, the desktop is dedicated to cable)

So, is this normal for cable or for sudden link? The modem is warm, not hot, and brand new.

1. Where are you testing this at? speedtest.net?
2. It only really counts when you are also not downloading other stuff.

Your pipe is trying to do too many things at once.
