FPS drops across games and cards

Originally my problem first manifested itself when I was running a Sapphire Radeon HD 6970. As the title suggests, I would experience severe and relatively frequent FPS drops across pretty much every game I would play made within the past eight years. These FPS drops would occur regardless of graphics settings (e.g. Chivalry: Mideval Warfare on lowest settings, KF2 on medium and low settings, Fallout New Vegas, Skyrim, League of Legends...all of which I should be able to run on at least high or maxed out). Under load, the card would be at about 70C. I reinstalled drivers, the games themselves, ran GPU-Z alongside the games to see if there was some anomaly, and I got nothing. So I upgraded to the GPU and PSU mentioned above. The problem has not relented. I've ordered a new case (Rosewill Challenger, due here in two days), thinking that the airflow and temps might be a problem, however I was merely observing a game in LoL and the FPS drops would still happen, despite a 65-68C load. At this point, I'm at witt's end. Could it be the mobo? The CPU bottlenecking? I'm tired of throwing money at the desktop and it not working.

I appreciate any advice you all could provide.

Edit: My CPU temperatures usually do not exceed 50C when the FPS drops occur. Sometimes, the mobo temp hits about 60C.
