Computer switches on and off in a costant loop after power outage

My build:
CPU: Intel Pentium i7 920
MOBO: Gigabyte GA-X58-UD3R
RAM: Kingston 2X2GB 1333MHz DDR3 Non-ECC CL9 DIMM
Crucial 4GB DDR3 1600 UDIMM
GPU: Nvidia GTX 260
PSU: BeQuiet Straight Power E8 700W

After a power outage, my computer switches on for half a second, there is a one short beep, all the fans spin for one second, phase LEDs turn on for a second also. Then all fans, except the one on the PSU stop spinning. After about two seconds, the whole sentence repeats.

I tested the PSU with MOBO and GPU disconnected, the volages seem to be in range:
5 line - 5,16 V
12 line - 12.40 V
3,3 line - 3.12 V

Is it a faulty MOBO? What else can I do, to test this problem?

EDIT:
I tried taking out components one by one to see if the PC starts without, maybe faulty one. No luck, the problem still persists.

Check RAM and PSU in some running system. It is difficult to identify the fault just by measuring the voltage sometimes. Remove the graphics card and test with onboard graphics. Reset the MB bios to it's factory default. Disconnect the HDD or other storages devices for all the trials to minimise any software fault.
