I am trying to format my computer as i wanted to install a newer version of the OS(WindowsXP SP2 which is relarively newer to my system) and mainly because the system was restarting automatically (mostly because of virus). So, the problem i faced was that the setup had to format the already existing OS version in 'C' and it was being stuck every time at 20% and would not go further even if it was left for about a hour and a half. please give a solution to my problem. Thank You.

That sounds like the hard drive is starting to fail if formatting stops part-way through.
You can confirm by testing it with a bootable CD containing Drive Fitness Test. Download the CD image from here:

Create a CD from the CD image with IMGBurn: http://filehippo.com/download_imgburn/

Then boot your PC from that CD.

If the drive does not past the long/extended test, it will have to be replaced.
