AMD FX-4100 throttling, any help?

Okay, on my guests PC, I am trying to overclock the CPU but it keeps throttling, and I don't understand why. Any ideas?

System Spec:
CPU: AMD FX-4100
CPU cooler: Zalman ENPS10x Optima
RAM: 2x4GB HyperX 1333MHz
PSU: EVGA SuperNOVA 750watt G2
GPU: Asus Radeon HD 7770
Motherboard: Gigabyte GA-78LMT-USB3

Okay, my problem is that, although I have disabled everything like Cool N Quiet and AMD C1E, it still throttles when it is running at 100%. I have it overclocked to 4.5GHz with a x22.5 multiplayer, but once it starts to run around 100%, it will begin to underclock itself to 3.3GHz (x16.5) which is even less than the baseclock. I personally blame this to some kind of SpeedStepping, because in CPU-Z, in the multiplier box, it says " x 16.5 (7-22.5) " when running at 100% and while in games.

Solution
Verify that you have disabled APM ... that is the core management function responsible for auto speed/voltage regulation.

At that clock speed, you should likely point a fan at the HS over the FETs. 4.2- to 4.3GHz on 6- to 8-cores is really pushing it on that motherboard. 4.4- to 4.5GHz is a practical limit that the PWM is not really design to handle.

Otherwise - it's a great budget motherboard. I'm running mine with an FX-8320E and R9 280X :)

i recommend that you host your images publicly, as its asking for use to request permission to view. we will also need temperature information, as most causes of throttling is temperature related.

thank you, it seems Wisecracker's answer is the next likely culprit. my experience with AMD overclocking though is limited so i will likely not be able to contribute any more to this thread.
