Installed a new CPU Cooler and now my PC reboot repeatdly every 3-5 Seconds?

Okay i order the Cooler Master Hyper 212 EVO and just received it today installed it because my tem was so high my pc shutdown to save itself but everything was working perfectly fine now that i installed it my pc turn on my fans runs and i hear the beep as always when my pc boots up but the very first 5 seconds not even able to login in my pc reboots every single time please help and im a windows 8.1 user if that matters??

Okay i uninstalled my old heatsink and cooler and installed the Cooler Master Hyper 212 EVO i didn't unplug anything but the cpu fan when i was uninstalling my old heatsink and cooler.Was i installed the Cooler Master Hyper 212 EVO, put thermal paste on the cpu, and plug the new cpu fan on my monitor it was booting for like 5 seconds then it reboot repeatedly every 5 seconds . I didn't unplug anything else.

Ok so did you clean the thermal paste off the CPU? If so what did you use to clean it off (a rag slightly dampened with rubbing alcohol is preferable). In putting the new one on you should have used about half a pea sized lump of thermal paste and then immediately seat the cooler without removing it at any point.

If you used another cleaner that could get into the pins and short the processor, as well too much thermal paste can push out and get into places it doesn't belong and cause issues too.

I have a l shaped desk so i used the left side to work on my pc not on carpet and with no static band or whatever those things are called many apologies

i used a rag with very little alcohol until it was completely clean. Then i put a dip of thermal paste on the cpu and gently rub it on the cpu
 


Even thought the computer was on a desk, where you on carpet? Without a static band or grounding yourself, you may have fried the CPU.

It really sounds like the CPU is dead...

Thats probably your problem right there. You need to just put a half pea of thermal compound and then put the cooler right on, it will spread it out for you. Very likely you have spots that are not being cooled and its overheating immediately.

This is the first thing I'd do then see what happens. If its still happening after that you may have unseated or damaged your processor somehow

Are you sure because i seen people spread there's on the cpu then put the heatsink and cooler on
 
Promise, half a pea size drop on the CPU and then seat the heatsink...it spreads it evenly and is the correct way of doing it. Either the CPU has poor thermal coverage in some areas or the CPU is dead.

Again, you were are carpet and no static protection. Touching the CPU directly can shock and kill it.

I REALLY HATE to say thing, but I think the CPU is fried...just from what is happening

Theres more to it than that, this was common with older single core CPU's where you would "season" the bottom of the heatsink by rubbing in a little thermal compound, and then spread and cover the core of the CPU with a razor blade to completely cover it.

I've seen guys do the rub in method, and IMO it isn't fool proof and doesn't leave enough to fully contact the heat pipes in all places causing hot spots. The half pea in the middle is simple, easy and always works.

Now that said even without carpet, and a safe environment, there is a chance you cooked the CPU installing it by static electricity. But I would still try properly installing it first.



Yes, you can still easily build up static electricity that way. Try it, rub your shoes on the carpet and then touch some metal, it sometimes will do it.

Take off the CPU cooler and see if there is enough CPU thermal grease and check to see that you haven't accidentally loosened the CPU from the socket.
As always touch something metallic like the PC case before handling any of the PC parts to discharge electricity.

Can you clarify if its rebooting right after it powers on or 5 seconds after the windows loading screen appears?

Before you freak out try what I said, This is a good install guide:

Its highly unlikely you put it on too tight, the springs take care of that. However when installing the back plate you could have damaged your motherboard if you say scratched the screwdriver against it, or tightened the standoffs with the power of hercules.

Check ALL your connections, check the processor is still seated properly and the locking arm is in place and tight, make sure nothing is shorting, then go. If it still won't boot then there is a good chance your processor got fried.
