WD Passport 0740 is not recognized, read ask device but can't read file

Yes. I ran Quick & Extended Test, both passed but run time is really quick.
Also, when I tried to assign Disk Management, 740 shows up as CD-ROM and Unknown Disk 1 (not initialized).

I'm sorry to hear about your issues with the WD My Passport. :( Could you please share some screenshots of the SMART data results and of Disk Management? Above the list of the drives in your system in the Data LifeGuard utility, there is a button 'view SMART data', this will get you to the SMART status results. Do you have any important data stored on that external though?
I'm afraid that it might have failed according to your description. I'd not initialize it either, if you have data that you wish to retrieve! My suggestion would be to take a look at WD's Data Recovery partners worldwide because a professional data recovery company gives a better chance at getting back those files. In the future, make sure you have at least two copies of your data (back up) located in different storage devices, in order to avoid data loss again. :/
