bottlenecking r9 270x gpu i5 4440 cpu 8gb ram

No way. The i5 can never bottle neck a r9 270x. You could pare the I5 with a GTX 980 and you will be fine.

It cant be the i5's fault,i dont think it would even bottleneck an 980ti(if u can afford that,then get an god damn high end cpu!) & this could very well be an driver issue in any hardware part of the computer,update them all or roll back any which u think might cause the problem + this could be a glitch with the game as well!
