When should I buy a Haswell?

Do you think a new architecture announcement in august will cause a price drop on the 4790k?

Should I wait for a Skylake instead?

If you want to wait for skylake to see how it actually performs and to see what actual build costs are (aka, cpu, mobo, neither of which exist for sale at the moment +ddr4 ram) that's one way to go. If you want to buy the 4790k, may as well buy it now. Intel cpu's fluctuate as various vendors have rebates or sales with about a $10-15 difference but they don't drop price when new models come out. If anything older cpus tend to stay the same price and the new ones may be less, the 4790k and 4690k were both going for about $10 cheaper than the 4670k/4770k.
