CPU overheating severely

I really need some insight on what the problem could be:

I recently got a new processor, the 4790k and all of a sudden my max temps are around 80c, 90c depending on the stress test program. That's too dang high for me. Secondly whenever I game, my temps are 60-70c which are in the okay range but I don't think it should be that high under 40% load. I'm using the Hyper Evo 212 and I've reapplied the thermal paste 3 different times now.

So I'm wondering what's going on here, as I see that my airflow could be better(I can just turn a fan into intake and it should blow right on the heatsink but that would give my computer positive pressure and thus make the entirety a bit hotter), my cpu cooler could be running amok or the motherboard is giving the cpu too much voltage. As of right now I underclocked it to 3.2Ghz just to see if my hypothesis was right; it dropped tremendously in temps. It's max temp load is 53c, nearly a 40c difference.

I don't like it and this isn't a permanent fix as I want to get a water cooler but right now I need some input on what I could be looking for, as it seems as if something crucial cannot handle 4.0Ghz unless those temps are actually okay.

Ambient temperature is around 25, more or less as I like to have my window Ac blasting at full power.

Yes it is in auto but it's a z87 mobo, yet I updated it last year to accommodate another processor around the 4790ks time... The 4690k(gave to my wife to build).

And I used Linx... Which put me at 90c, however Aida64 usually says I'm around, 80c with fpu testing enabled. Without it, my max temps are in the 60s. I've asked about that being too hot and people uniformly said yes.
