Solution
open the case...mostt ime it a dust bunny that committed suicide in the cpu fan blades. if not the cpu fan may have failed or is stalling or there wires in it holding it from spinning. sometime the plug can fall off the mb or you forget to plug it back in. some mb also have two cpu fan ports a main and aux. sometimes if your doing a cleaning you can plug the cpu fan into the aux port.
