In some places, the power infrastructure is best described as a chaotic web of whatever size and quality cabling run haphazardly to where it needs to go. While it worked just fine to keep incandescent bulbs burning and some analog appliances, it's murder on digital equipment. The local and regional governments have pocket lint and dreams for funding infrastructure upgrades, and force the population to take matters in their own hands instead.
Other area do have organized infrastructure, but lack sufficient power generation to meet demand, often causing brown-outs and blackouts. California had the same issue in the late 80's, so it's not limited to undeveloped/underdeveloped/developing countries.
