"Save" and "Save as..." dialogs do not work on 32 bit apps, fresh Windows 7 64 bit install

Hi folks, here is my issue.

The "Save" and "Save as..." dialogs do not work on some 32 bit apps on my fresh install of Windows 7 64 bit. I have tried uninstalling various potentially offending apps, and unfortunately I can not restore back very far as i cleaned up all my restore points from application installs before I started business as usual (lesson learned, I will give it a week next time). I have tried sfc /scannow and no problems are found. I put in the WIndows 7 install disk and it did find startup problems, which it repaired. Unfortunately, I can not repair it any further as I have a newer version of windows than what's on the disk installed. Here's the kicker. Apps with their own dependencies, like GIMP, work just fine even though they are 32 bit. ALL 64 bit apps work fine (I'm currently running FF nightly 64 bit and Earlybird 64 bit, no problems, save and save as work fine). So I believe it's one of three things. I do have an offending DLL file and sfc /scannow has failed to catch it, or it's a registry key related to Internet Explorer that's missing or incorrect. A less likely option is that a Windows update was bad. I am leaning towards the registry key personally, based on a thread I saw where a Vista user had the same problem (unfortunately the key they had to correct does not exist on 7). If anyone knows what registry key(s) I need to look for and check, any help would be appreciated. If I can't solve this, I may continue with my workarounds (I have found ways to save files without the dialogs) until Windows 10 hits in a few weeks and hope that corrects it. Only one of my apps is unusable, but it's a low usage app and I can wait. Usually I'm pretty good at solving these issues myself, but this time I'm stumped as web searching and trying the recommendations has yeilded no results. Thank you!

UPDATE: Further research has shown me that I was missing some Internet Explorer keys. This tells me almost definitively that it's a registry issue.

Does anyone know what keys restrict or allow "Save" and "Save as" for 32 bit programs in Windows 7 64 bit?

Come on people, you can't honestly tell me that nobody has a clue on this This is the first time I've ever posted in a forum and not received at least some troubleshooting steps. I did find out that my permissions were all out of wack, and I corrected that by starting my machine in safe mode and changing the owner for the boot drive. Tried re-installing one of the problematic apps and that didn't help. But I can now rule out my permissions, so I'm back to registry again. Come on guys, need your help!
