I am making a gaming PC with a budget of $700ish Dollars, please let me know if (I am going to overclock) I need a aftermarket CPU Cooler.

UPDATE: I am going for air cooling. de5_roy, 1: I'm just going to go with the psu that I have but if you know of one that is of a better quality and equal to or lower price of the psu i have selected please let me know.
2:I know, its 69.99 and I have added the price as a custom part. 3: yes but I would like to keep at the low price and have 1 TB. 4: There's one about 40 minutes away and unfortunately I am to young to drive but I will check the price there once I can. 5: I'm now looking at the one that you have suggested.
 
Solution
first, change the psu to a better quality one like xfx ts 550 or seasonic s12g 550 or something like that.
second, the case price seems to be excluded from the tally.
3rd, have you considered an SSD?
4th, do you live near or get to a microcenter? you can buy the i5 at a much cheaper price ($200 iirc).
5th, your case has cpu cooler clearance for 157mm. you need to keep that in mind should you get an after market cpu cooler.

edit: @above two posters - the evo won't fit spec 03 (or any spec cases). neither will noctua nh u12s.
