Windows 7 Enterprise 64bit - Dell - Load Drivers Error

First post so here we go!

PROBLEM:::
I am trying to install Windows 7 Enterprise 64bit but I continue to get the following error:

"LOAD DRIVERS
A required CD/DVD drive device driver is missing. If you have a driver floppy disk, CD, DVD, or USB flash drive, please insert it now.
Note: If the Windows installation media is in the CD/DVD drive you can safely remove it for this step."

WHAT I HAVE TRIED:::
- I have tried different hard drives (ssd and hdd) different Dell models and made different dvd .iso's with both the .iso that includes SP1 and without SP1.
- I have tried installing from a USB flash drive (received the same error)
- I have plugged the HD and CD/DVD drive into different sata ports.
- I tried to install the drivers but I can't find the ".inf" file from the drivers I think I need (SATA controller and chipset drivers) They all download as self extracting .exe files.
- I have NOT tried throwing the pc out the window although that will soon become my next choice.


CURRENT SYSTEM:::
> Dell Optiplex 7010
> Intel Core i5-3570 3.4ghz quad core
> BIOS Vers./Date - Dell Inc. A20 1/26/2015
>SMBIOS ver. - 2.7
> 8.0 GB RAM
 
If the bios was in AHCI mode (or IDE) and you still have the problem:


When Windows is asking for driver, just click Cancel. You will be brought back to the welcome screen. At the welcome screen, remove your USB drive, insert it back to DIFFERENT USB PORT. Click Install Now again. The installation process will be like usual

It is fairly common to get that error, especially when using USB.

Is the disk a factory disk or a burned one?

I burned the disk myself. I have tried different .iso's and I also tried what you said and still nothing.
