Should I buy a new Desktop or try modding this one?

Recently I have looked through my computer and Noticed that there is no PCI-E 16 Slot for video cards to be installed. I have pictures of the inside below. My next decision is, should I buy all new components and build one myself? Or should I try to replace the motherboard and power supply for a new video card? I understand I might need a new OS Disc (which I already have). Thanks for your opinions.

It looks like a proprietary HP ITX motherboard.
You can not put a discrete graphics card in it since there are no graphics slots.
I would not waste the money on that motherboard, even if you found a way to add a external USB or sata based auxiliary graphics.
