GTX 980 Ti + CoH2 restarts entire PC - PSU? Drivers? Hardware or software related?

Problem - computer restarting in specific instance:
I can play Middle-Earth: Shadow of Mordor and Batman: Arkham Asylum without any issues for HOURS. But when I play a game of Company of Heroes 2 (CoH2), at the conclusion of the game, when transitioning from the game to menu (hitting quit), sometimes my computer auto restarts. COMPLETELY turns off for a few seconds, then reboots on its own.

Software details - not on latest drivers:
The latest GeForce drivers, 353.30, cause my system to freeze completely when trying to launch CoH2, and running Unigine Valley causes freezing/artifacting fairly quickly as well, at factory-overclocked speeds and very safe temps, so I’m running 353.06, with much better results.

Question:
I’m basically wondering if my issue is hardware (PSU?) or software (driver) related. I had the Gigabyte G1 version of the card, but returned it due to MAD coil whine, and I had this same rebooting issue with it as well, so it’s not the card (never really thought it was).

Hardware details - PSU the culprit?:
My temps are fine, I’m basically in an open-air situation with my case, gaming in the 70s, Celsius. My hardware suspect is my PSU, as it’s “only” 600W, but I have a kill-o-watt hooked up, and I rarely pull over 400W - most I’ve seen is like 450W, very briefly. I’ve done the math, Watt-wise, and I should have about 100W of headroom. Could it be lack of amps on the 12V rail? I just don’t get why I can play fine for hours, but transitioning from game to menu (drop of voltage?) in a SINGLE game causes this. Silverstone’s specs also say the GTX 980 Titan (basically the same) is supported on my PSU. Turning off my CPU OC actually causes the game to freeze in-game, and I’m assuming that has to do with the “auto” values actually having higher voltages than my under-volted OC… so maybe further indication it is PSU? Or could it be MB related? Any insight would be appreciated.

Here’s my hardware setup:
GPU: EVGA GTX 980 Ti (just upped from GTX 970)
PSU: Silverstone ST60F-ESB 600W (45A on 12v rail)
CPU: i7-4770k OC’d to 4.5ghz @1.2v on liquid cooling (VERY stable)
MB: ASRock Z97E-ITX/ac Mini ITX
Case: SG08 Lite (notable because I have to have a PSU that’s 140mm long or shorter, nonmodular)
Monitor: Acer XB270HU 2560x1440 G-SYNC
512GB Samsung 840 Pro SSD
16GB DDR3 RAM

The most powerful PSU I can find that’d fit in my case is the “big brother” to the one I have now:

Sidenote:
I just upgraded from a GTX 970, and this same hard-rebooting thing would happen maybe… once a month or so, in the same exact situation. It was so infrequent, I didn’t sweat it, but now it’s every game.
 
Solution
The artifacting and crashing sounds to me like a faulty graphics card, but as you said it happened on another one, then it does point to the PSU being insufficient.

Thanks for the feedback. What was odd about the artifacting within Unigine you mentioned though, was that it seemed to be driver-dependent, above anything.

I've gone ahead and ordered this 750W Antec PSU that had rave reviews from JonnyGuru:

Not thrilled about how many cables it has (6xPCIE LOL), but I can't do a modular PSU due to my tiny shoebox-of-a-case, my fault.
