You can find power requirements for nVidia GPUs here:

http://www.tomshardware.com/answers/id-2311121/power-supply-requirements-nvidia-gpus.html#1424322999.9% of the time the GPUs used will determine power supply size.

From above link

Here is Guru3D's power supply recommendation:

GeForce GTX 970 or 980 - On your average system the card requires you to have a 500 Watt power supply unit.
GeForce GTX 970 or 980 in 2-way SLI - On your average system the cards require you to have an 800 Watt power supply unit as minimum.

There are dozens of PSU calculators out there, few which include all relevant criteria. This one is good if you make sure to include capacitor aging at the end.

As for overclocking ....

http://www.guru3d.com/articles_pages/msi_geforce_gtx_970_gaming_review,26.html

With AfterBurner we applied:

Temp Target 80 Degrees C
GPU clock +185 MHz
Power limiter 110%
Mem clock +500 MHz
Volatge + 87Mv
FAN RPM 70% (remains silent)

With the Power Limiter at 110% you'd want at least 10% more power than listed for the stock card.

you can't really know for sure how high can an individual card goes. you gotta increase clock and/or voltage gradually by small increment until you got the highest stable clock. some even got worse performance the nearer you are to the limit since you got throtled down for reaching certain temps.
you could go with other's oc settings if you dont have the patience but most of the time your result will vary.
for generalization, a 970 with good cooling can be expected to squeeze extra more than 120mhz on core&mem without increasing voltage hence a good oc starting point target.
