Internet not working even though i have access

As the title says, when i look at my internet access bar, its full. But when i try to go online it says im not connected. I researched it and ppl say the way to fix it is to uninstall thr most recent programs. I am sure that the most recent programs is whats causing my problem. I actual issue is I CANT uninstall it because when i try it say i must have internet connection to uninstall the programs. So im stuck. On top of that one of the recent programs is in chinese. I cant read nor uninstall it because idk the language. Can someone help

full bars means that the access point is powered on and your WiFi can talk to it and is very close thus good signal (full bars)

It does not mean that the access point is connected to the internet, it also does not mean that your network settings are correct.

open command prompt, run ipconfig /all and post the results here.

Im not sure you understand, my problem is i have a few unwanted programs i never installed(i guess they're viruses) that somehow make it so i cant use the internet. If i could uninstall these programs everything would be ok.

The thing is I cant uninstall them because i need internet connection to do so. Not only that but one of the programs is in chinese. So when i try to uninstall it brings up a uninstall option but i cant read it, so im basically just guessing what it is im clicking on
