2 new matching ram sticks, computer says both are there, but only uses one

I recently bought two new ram sticks for my computer, i am running windows 8.1 64 bit, it had one 4 gb stick in it, i replaced it with two, my computer says that both are there but only 2.65gb is available

I dont know what my mobo is but my processor is the intel Core i3-2328M 2.20GHz, and the ram is

NEW! 8GB 2X4GB PC3-12800 204 PIN DDR3-1600 SODIMM Memory for Laptops

and they are in the only two slots i have in my laptop

Remove the DRAM and reinstall it firmly so the clips pop up and lock themselves into place
