AMD r9 290 driver problem

When I install AMD catalyst drivers on the CD that came with the card the screen goes black and i can't remote desktop or steam in home stream to the pc anymore making me think that windows is crashing because of the driver? Is there an alternative driver that I can use I am running Windows 8.1 Pro N.

EDIT: It may be worth noting that i booted it 2 times previously with the same drivers installed and it didn't crash until today when I turned it on and Windows would no longer start and I had to use the refresh tool to reset the drivers so without it the device manager calls the card a basic display adapter and the screen has weird artifacts running in columns.

I downloaded AMD's most recent driver and the computer screen went black again but seemed to go in and out with the tv detecting some 1080P output but nothing would show on the screen, the PC then restarted and is completely blank yet again.
A completely messed up windows crash message with the frown face just poped up but completely illegible I would assume that the driver is in fact the problem and not the graphics card itself?

EDIT: on the third boot it says pc couldn't turn off properly and that it needs to be repaired? Should I RMA the card?

I am running a r9 290 with i5-4690 and gigabyte Z97 SLI. The power supply is 750W so should be enough power and also the drivers and everything ran fine just yesterday. The video card can't be broken since it still will output through the card just not recognizing it or utilizing its actual processing capability?
What should I do since it did boot into safe mode

Should those be there if the drivers aren't installed or is it abnormal even for not having the right drivers installed?
