I want to know which one of these cpus would perform better gaming, price doesnt matter. Which one would be faster on streaming and playing games at ultra high settings. Overall like I said which one would be a better cpu for gaming. Thanks

The i7 will out perform the xeon. Since it's a dead even comparison, both have the same amount of cache, ht etc, the 1231v3 is 3.4ghz and will turbo to 3.8ghz (3.6ghz if all 4 cores are loaded). The 4790k starts at 4ghz and will turbo to 4.4ghz (4.2ghz if all 4 cores are loaded) without even overclocking it. Almost 18% (17.6%) faster than the xeon.

When overclocked, the 4790k can often reach 4.6-4.7ghz (some reach higher). Even taking 4.6ghz as a 'mild' overclock, that makes it 28% faster than the xeon. Factor in the igpu the xeon lacks (igpu enabled xeons cost considerably more than the 1231v3) and the price of the 4790k is pretty much in line.
The i7 performs about 5% or less better for 80 dollars more. The i7 also has overclocking abilities. If you are not ocing the Xeon is great. With the Xeon you can dump more cash on getting 16gb of ram or getting a better graphics card.

Also lastly do not cheap out on the PSU. Get a tier 1 or 2 from the link in my signature below. In the USA right now the EVGA GS is the cheapest and best of the group. :)

I do not think the 4690k will perform more than 10% better. I have seen a lot of benchmarks and the graphics card is normally a bigger factor.

Clock for clock they perform exactly the same. Of course, the 4790k runs at a much higher clock speed, and is overclockable even further, so it will outperform the e3-1231 buy a fairly substantial margin, something like 20%.
