I prefer the FX6300 as it has more cores, and offers an upgrade path to the FX8350 which offers more performance. On the other hand, the 860K is cheaper, just realize it is a dead end.
I wouldn't get either depending on your budget. With an R9-280 the better choice for a CPU would be an Intel i3-4140 or an i5-4460, both are around the $130 - $150 mark, less if there's a Micro Center available where you live.

Actually, an FX8350 can beat an i5-2400 (Sandy Bridge). Sad that we have to go so far back to find something that the cpu that AMD still is selling can be competitive with.

Spend the $95 you saved on not buying an unlocked intel i5 , and the $20 - 100 you saved on not buying a Z97 motherboard and use that money to buy the most powerful graphics card you can get

You do realize those are outdated benchmarks, right? And you also do realize that even the previous generation i5-3570K still beats the FX-8350, right? That article was published on October 31st, 2013. Things have changed a lot since then.
