My computer wont Boot and the DRam led is solid red

Hey, everyone!

I'm building a computer right now with these specs.

  • EVGA GeForce GTX 970 4GB SSC ACX
    Intel Core i5-4690K
    Asus Z97I-PLUS
    G.Skill Ripjaws Series 8GB
    Silverstone Sugo SG13B
    Western Digital Black2 1TB 2.5
    Corsair H80i
    EVGA SuperNOVA 650 GS
I booted the computer up with little to know problem the fist time on a test bench. I put all the parts together and booted it to get a infinite boot loop. After googling for a bit I pulled the battery out of the motherboard and put it back in. The fans spin and it didn't turn of and on but I didn't check the monitor. After putting it all together the fans are spinning but I get no signal from the graphics card and the DRam led is solid red.

If any of you can offer any solutions I'd be grateful. Thank you for your time

P.S. Since the test bench we've changed power supple.

Tested that right after the post. Still didn't boot.

I just borrowed some ram from a friend and it boots. The bios seems to detect all the ram and we got it to boot to windows without a hitch. I have to give back the ram pretty soon. Any ideas what may be wrong?
