GTX 980TI Isn't Handling Borderlands 2 at Max Settings at 1080p

So i bought a GTX 980TI a few days ago and I know it should be able to run almost all games at max settings at 1080p. But for some reason Borderlands 2 is the only game that it can't handle, and it isn't even that graphically intense of a game. I think it has something to do with Phys X because whenever something uses phys x the FPS drops dramatically and stays low. I set the GPU to handle phys x in nvidia control panel and yet it still doesn't fix anything. Do you think it could just be the game? Or could my CPU be bottle necking the GPU? I have everything in the settings set to prefer maximum performance but I don't understand why it is just this game. Any help will be appreciated.

No CPU bottleneck there but trusting a $700 graphics card to a $35 power supply with cheap Chinese capacitors is a bad idea.
