Bad internet speed variation

Just built a new PC and from task manager to freemeter I can see that my internet connection on everything from the built in Intel 1218v LAN to an external USB WiFi stick, while stable initially, varies from tens of kilobits per second to megabits per second, changing faster than my programs can record it.
I have reinstalled drivers for both devices and nothing changes it. Is this some software issue? is a background internet tool messing with my PC's internet? Or is this a hardware failure. Could this even somehow be a BIOS issue?

(And yes, to anyone who's seen my three other recent question posts; I have built a spectacularly weird PC, have pity on me.)

My programs are freeMeter, task manager, and several other programs. Speedtest.net gives me slightly more regular speeds but not as regular or fast as my old PC or even my phone over wifi. Also some tests give me, say, 0.4mbps, while others give 2.5mbps (I'm in a rural area with slow internet). I also get the issue on WiFi and Ethernet either directly through my modem or my WiFi router's back ports.

And yes this is an issue, sometimes my speeds drop so low they are useless for long periods--I'm a gamer and that just kills my connection. And even if still functioning my download speed on average between my highs and lows is really bad. Also it's just plain bad in comparison to my old PC.
I'm sorry if I sound like I;m complaining but I have no clue why this is and I'm pulling my hair out waiting for downloads that o from 10 minutes remaining to 12 hours, and back.

Testing via WiFi is pretty useless. Far too many variables.

You need to eliminate as many variables as you can.
Test wired, and wired only, and to only one testing application (speedtest.net). You should be getting something more or less consistent. It may suck, but it should be consistent.

Thanks but even with speedtest.net my speed isn't all that consistent. My max is around 2.7mbps, I get values from 1.5 to 2.7 with random drops to 0.4mbps. MY other PCs on either WiFi or Ethernet are much more consistent.
Do you guys know of any other speed test services or maybe some form of computer network hardware evaluating tools?
 
If you are obsessed with this then get a Tech out to go over your system.

maybe im wrong but perhaps a call to your ISP would be an idea?

assuming your using a compatible network adapter in your new pc that works with the router you have there shouldnt be any difference.

have you tried resetting the router? may sound stupid but it is a proven solution to many a problem lol.

maybe your ISP is throttling your line for some reason? that would explain periods of slow connection and internet drop outs.

I suppose I am obsessed, I guess. But I have narrowed down the variables to it being just this one computer, nothing else. I will call either asus or intel (motherboard or network chip maker) along wiht my isp and see what they say.
