What CPU / MB combo for budget Home PC - video editing

Hey guys! I’m on a budget for a chip, motherboard, and RAM of under $700. It’s my home computer and I don’t game (not a gamer) but the most CPU intensive things I do is re-render video. I’ve seen i7 combos on a number of sites (NewEgg, TigerDirect, etc) that fit this bill but I’m at a loss on specifics. Most of the articles I read are from the first of the year (1-2015) and I’m under the impression that I should get a MB with a z97 chipset. It seems to be the best for a MB in the $150 range. ASUS and MSI are recommended for best quality in this range while ASRock is a bit cheaper and of lesser quality. As for the CPU, I don’t intend on over-clocking so apparently I don’t need a “K” version of an Intel chip? The i7-4790 is $309 (339 w/K”) but it’s quad core. The i7 5820 is 6 core and goes for 389. Pushing my budget but from what I read, the extra cores are HUGE advantage in rendering video. AMD has a FX-8350 with 8 cores, and are bundled with a MB for between 3-400 dollars. I hear that they run HOT, but another AMD run fine but is slower than a lesser core Intel i7… Arrgghh! What to think!?!?! 16 G of RAM seems to be around $150.
Also, I have a Sapphire Radeon 6800 available to use. Am I correct that some chips (CPU) have graphics built in? I haven’t kept up and back in the day MB’s had slow graphics built in (fine for the office, but not gaming, etc). Do some CPUs have GPUs built in? And if so, are they fast or slow? Should I save up a bit more and go for one of them?

An i5 4590 or 4460 is a really good processor and can be used later on for gaming. Ram, I use Kingston Hyper x (2x4 gb) 1600 speed.

Thanks for the reply, but I'm not into gaming at all! I'm trying to find the best chip/MB I can afford for video editing (everyday activities like email, word processing, etc., can be done on anything). From what I'm told, a fast chip isn't just a fast chip - depending on how the architecture of the chip works, along with the MB design, apparently some will function better with gaming and others with processor intense rendering video... Anyway, that inexpensive Broson gaming build was to cool watch anyway!

If you want to do video editing I suggest either a i7 4770 or a i7 4790 with a GTX 750 ti
For motherboard go for a B85 series instead of the Z97
For example a MSI B85 - G43 is a good choice
