New SSD not being recognized by Windows 7

I just purchased a new Samsung 850 EVO 250 GB SSD. I want to install Windows onto it once it gets up and running. I got it all set up on my computer and turned it on with my current Windows installation (on a HDD) but it doesn't register in My Computer. It shows up in the BIOS and in Device Manager, and I installed the Samsung software it came with which recognizes it within the computer, but I isn't being recognized in My Computer or when I run the Windows installation (it doesn't show up in the list of available drives. What should I do?
 
You have to format it in disk management if it's new / hasnt been formatted before

But if you want to install windows on it boot from the windows dvd then install windows on it

But if you want to transfer from the old hdd you may have to format it first then use Samsung's migration program

How do I format the the drive in disk management? I can see the list of drives in Device Management under Disk Drives.
