Can this gpu Nvidia geforce gt 610 work with a EVGA geforce GTX 750 ti ftw? Also can someone explain how do you know if two graphic cards can work with each other

Basically to be able to work together they need the same chipset, so you need 2 980's, 2 750's etc....

You are forgetting Physx and non SLI setups.
The two cards can work in the same system. One can run the main load, and the other can process Physx (fairly pointless with these cards)
You can also run the two cards independently for separate monitors per card.
They will not work together, but they can work in the same system.
Is it worth it? Not really.
